If you have an Amateur Radio Service (HAM) license, you can use more of the radio spectrum to communicate, over long distances. Without a license, it is legal to listen using a HAM radio, so long as you do not transmit.

Baofeng radios are popular with preppers, because they allow operators to communicate over FRS, GMRS, and HAM radio bands. Baofeng radios are configurable and powerful to the extent that care must be taken to comply with FCC regulations and license requirements.
